Tool to UNBLUR/DEBLUR faces?

I have been looking for a tool for ages that lets you unblur photos.

This could be of tremendous help when looking at escort ads where the girl blurs out her face. I certainly think that such tools exists but I could be mistaken about that.

Does anyone know if such a tool exists?
