I love Switzerland and the way they address society's problems. During the 80s and 90s, when AIDS was a big problem and no country seemed to be able to stop the infections, especially among heroin addicts who became infected through sharing needles, the Swiss had volunteers in places frequented by drug addicts who they distributed unused syringes so they saved a lot of young lives.
This super pragmatic and non-ideological approach to problems is a legacy of Calvinism. Switzerland is not a religious nation in the strict sense but, as in the entire Western world, religion has exercised and still exercises a profound influence on laws and "social order". This is obviously not the place for theological discussions (although I recommend everyone to read The Protestant Ethic and the Spirit of Capitalism by Max Weber) but at the basis of Calvinism there is the concept of predestination according to which it is not the individual who choose good or evil, but it is God who determines our destiny.
So for a Calvinist, a prostitute is one by divine will. She is destined for eternal damnation (Calvino was not a nice person) but at least she is not guilty and does not have to be redeemed, so, like other workers, she must pay taxes, have healthcare and equal rights.
For a Catholic however, a prostitute is a sinner to be redeemed and prostitution must not and cannot exist because it is not a tolerable job in the eyes of God, therefore they prefer to leave a person without rights, duties and protections, simply pretending that this person, morally unworthy, does not exist.
PS obviously we all know that "the sinner to be redeemed and saved" is the fairy tale that a Catholic tells in public, while in private he pays for her services, but that's another story
