Outcall only?

I tried confirming a date with PC and was asked “where”. One word response btw. When I mentioned I would travel to the provider’s location, I got told “outcall only” What is the point of being based in a city if PC says “outcall only”? Is it just to charge multi-hour/overnight rates? I don’t understand…
