It's not ILLEGAL anywhere in the US because it's protected by the First Amendment. In order for it to be a court would have to be able to prove someone was being paid for sex and not "acting" in a video. Those are the only states that have explicitly ruled it to be legal and have specific regulations for companies to abide by.
