how would they even know what social media accounts a person has? I have no twiter, facebook, instagram etc etc etc. but there are people with my name as user name. Would that be held against me? Couldn't anyone deny being the owner of an account?

Maybe it's like being "banned" from a stadium.

It's technically honor system but if they catch you doing something later and there's a track record of you having lied to get in then it increases the penalties they can apply?

I wonder if it's not only honor system, but they also do some searching to see if they can find any social media profiles that match your name or return matches with facial recognition. In the article it says the proposal would also have tourists submit, "telephone numbers used in the last five years, email addresses used in the last 10 years, IP addresses and metadata from electronically submitted photos, and biometrics, including facial, fingerprint, DNA and iris data." The IP addresses and biometrics makes me think it's likely they search the internet for anything they can find about you, in which case if they did find a profile you didn't inform them about you'd be denied entry.
